Please let me explain how IM+ Talk deals with Skype calls.

You may make free VoIP calls via Wi-Fi or 3G/EDGE if you select "Make VoIP calls" in IM+ Talk "General"->"Settings".
VOiP calls work in half-duplex mode so you would need to use the convenience key of your Blackberry to switch between "talk" and "listen" modes (like a walkie-talkie).
By default the settings are to switch to "talk" mode when left convenience key is pressed and to switch back to "listen" mode when it is released. You may change these settings under "Settings" - "VoIP" within the application.

When you are not in Wi-Fi zone, you can still make calls using callback.
In this case both the contact person and you will get the incoming call.
This is because when you use callback you are actually making two calls: one - to Skype contact or to phone number and another - to your callback number.

Both calls are charged according to standard Skype rates, therefore Skype credits or Skype subscription are required for all incoming and outgoing calls in IM+ Talk in Callback mode.

I have bold 9900 and I have the same problem - the other side can hear me but I can't hear the other side. I tried to call both through wi-fi and 3g

It seems techsupport does not want to hear us at all. I tried to speak about the problem even through Help - Support & About but the answer was not consistent and not relevant.
Listen, we have OS 7 devices. It's not just me, there are plenty of people on this forum with OS 7 devices like Blackberry Bold 9900.
The other side CAN hear us well hence the convinience key is out of the question. It's US who can't hear the other side. Even if we run echo / Sound test service.

There's no INBOUND voice.

The operating system on my device is 7.0.0.296 - the newest official release available. IM+ Talk version is 4.4.

Please try to reproduce the problem on BB Bold 9900 at least with 7.0.0.296 operating system.
If you'd be able to hear INBOUND voice on this very device with this very OS with this very IM+ Talk version I'll eat my socks. :)

I can confirm that the 9900 does have outbound (bb 9900 can talk) but not inboud (other side).

I can't hear anything but record test works with convenience key depresses.

Any thoughts?

We have reproduced this situation on our side. Our development team will try to fix it as soon as possible.
However, there is no timeframe for fix yet, sorry.
